Vermeil is a clearly defined product of sterling silver covered with a thick layer of gold on all sides, at least 2.5 micrometer thick (0.0001 inch) of fine gold. The gold should be at least 10 karat, if less than 24k gold is used then the minimum thickness is adjusted to keep the minimum gold amount constant.
