Under the black plastic blob found in some high volume but low price products are a small integrated circuit. The die is directly bonded down to the circuit board via bond wires that might be made from gold or aluminium. The die is then covered by black epoxy to protect it.

This type of mounting is cheaper alternative to a standard plastic capsule. It is usually found in keyboards, calculators and remote controllers.

This type of mounting is called Chip On Board or just COB.
